14.PR013 Toolbox Talks |
2.1 Timing The Toolbox Talk should be carried out just before work begins on a task with potential hazards.
Toolbox Talks can also be carried out at every shift change or following any significant change of plans, working conditions, scope of work, or personnel.
Toolbox Talks may also be held before undertaking any new task with which personnel are unfamiliar.
Toolbox Talks should be timed to maximise their relevance to the task ahead - this can range from a few minutes to no more than 15 minutes.
The Toolbox Talk should be carried out at the worksite, if it is safe to do so. Otherwise, at a safe location close to worksite where all those involved can be heard and understood clearly. |

2.2 Attendance Those attending should be personnel directly involved in the task. Personnel affected by the task should also attend. Additionally, HSE, Engineers and worksite representatives may attend. Restrict attendance to those that need to be there.
It is highly beneficial that all those attending make a contribution to the discussion. Encourage discussion and feedback.
The Toolbox Talk should be led by Supervisor, Team Leader or Responsible Person. |

2.3 Observing The Toolbox Talk should take a detailed look at the task, job or activity about to be undertaken. Refer to the Risk Assessment for the task ahead.
The following topics should be discussed: PTW, Roles and responsibilities, hazards and risks, control and mitigation, communication, who should be aware of the task and control of site access, and lessons learned from previous experiences should be discussed. It is also a good opportunity to remind personnel of the risks involved in seemingly 'routine' tasks and to avoid complacency.
Encourage discussion and feedback.

2.4 Knowledge After the Toolbox Talk is complete all team members should have a clear understanding of the scope of the task ahead, the hazards and risks involved, the controls in place, the roles and responsibilities of each team member and required action for safe operation.
It is important to enforce that the task can be stopped at any time.
It is responsibility of all staff to STOP THE JOB if it becomes unsafe and call a Time Out For Safety (TOFS).

1.5 RISK ASSESSMENT SIGN OFF BY USER Before starting the task:
All personnel working on the project must sign onto the hard copy of the approved risk assessment to state they have understood the risks involved with the task and the control measures required.
Hard copy risk assessments are stored within a folder in the GTS Metron workshop.
For additional project risk assessments contact the relevant project manager. |

2.4 RISK ASSESSMENT SIGN OFF BY USER Before starting the task:
The approved risk assessment, which will be a Tab on the relevant team's channel is to be electronically signed by the user to state they have understood the risks involved with the task and the control measures required.
All risk assessments will be checked for sign off by the user pre mobilisation.
